As North Korea conducted its fifth nuclear test, President Park Geun-hye convened an emergency meeting for the state of national securitiy, wrapping up her Laos visit in a hurry on the ninth. She issued a highly critical statement about how beyond control the mental condition of Kim Jong-un, leader of the North Korean Workers Party was, and said she announced to mobilize every possible means to get the North to give up their nuclear weapons program.

President Park denounced North Korea saying, “despite the G20 and the East Asia Summit with the participation of leaders from the US, Japan, China, Russia and ASEAN as well as the regional areas strongly urging North Korea to abandon its nuclear weapons and missile program and stop its provocations, they carried out their fifth nuclear test, completely ignoring us.” She added, “This clearly shows their obsession for nuclear weapons as well as the recklessness of the North Korean regime.”

Shesaid,“ThisisthesecondNorthKoreannucleartestthisyear.Wecannothelpbutregarditas a frontal challenge on international society, which is beyond what we and the international society can stand.” She also added, “We should consider the mental condition of Kim Jong-un as out-of-control since he refuses to listen to anyone in the international society or neighboring countries and only wants to maintain his power.”

President Park stressed that the response of South Korea and the international society must change, from previous ways emphasizing the nuclear threat of North Korea is the most imminent threat in existence. Following North Korea’s fifth nuclear test, President Park contacted US President Barack Obama and explained, “We’ve decided to put more pressure on North Korea to make them give up their nuclear ambitions by every means possible, including the adoption of a more powerful new resolution by the Security Council through a close working relationship between Korea and the US. She also stated that President Barack Obama reassured he would take every step based on ROK-US Mutual Defense Treaty, to provide a proliferation deterrent as well as a nuclear umbrella.

President Park commanded the military to maintain a state of preparedness, and said, “Our military will strengthen theROK-U.S. combineddefensereadiness with the reinforcement of a nuclear umbrella and its proliferation deterrent of US as well as our punishment capacity toward North Korea.” She instructed the Ministry of Foreign Affairs in the UN Security Council to enforce stronger sanctions on North Korea than it is now from both parties.

President Park addressed the nation, “Please believe in the government and be united with one mind,” to the politicians, “The unity of the opposing and the ruling parties will be able to cut off the attempt of North Korea aiming at the inner alienation of our government.” She also added“We have to depart from things such as a political offensive againstTHAADand, now takebasic steps in a situation when a potential attack by North Korea cannot beruled out,” ordering the politicians to share the same viewson the THAAD deployment.
